NHAI Reverts WPI Linking Factor to 1.641 for Toll Fee Revision

INTERISE TRUST has announced a material update regarding the Wholesale Price Index (WPI) linking factor used for calculating toll fees on national highways. Following a Delhi High Court order in October 2025, which put a revised circular (September 2025) reducing the factor from 1.641 to 1.561 in abeyance, NHAI has issued a new circular dated July 8, 2026. This new circular reinstates the linking factor of 1.641 for revising user fees (toll) in all existing and future concession agreements until further orders. The previous circular of September 13, 2025, has been superseded.
